Eczema?

Would people say this is eczema or a rash? He hasnf had it for very long and seems to be just on stomach and arms.

Are the patches dry to touch? Like do they feel more rough and dry than the rest of the skin? That’s how eczema usually feels like

Is it a food allergy? My baby had this all over her for w days then it went away. I haven't figured out what the allergy is though.
