If you drop out of college, is it appropriate for those who gave you scholarships to call and scream at you?

The scolarship was very small ($150) and wasnt earned, but given due to nepotism. The student dropped out 2 semesters after starting due to becoming deeply depressed and suicidal. The call with screaming lasted almost 2 hours.
