Why does my child always cry and whine?

I’m currently a SAHM and this is my second baby however there is over a 10 year age gap for my children so feel like a new mum again. My 11 MO seems to be waking more than usual and not settling back down plus she just seems to whine and cry all day but not with others. I just feel like I’m failing and feel like I’ve tried everything. I feel like I’m at breaking point and broke down crying earlier. Any advice on how to deal with the crying etc will be welcomed. I’ve debated going back to work to give me and my baby the space but there are reasons why I’m hesitant!
