Maybe you could try alternative milks? Or I’ve heard if your baby’s breastfed putting a drop of vanilla can help as breast milk is sweeter than normal milk

My formula feed struggled with cows milk, we added honey to it as after a year honey is safe. This helped.

Formula is often sweeter than cows milk as well so a natural sweetener usually helps. Also try different temperatures as well.

You can order nestle’s strawberry or chocolate powder from Walmart or Sam’s to mix in the cups with their milk.

I would avoid sweetening it with honey or vanilla etc. to entice him.
You can just offer yogurt, porridge, cheese etc. There are other ways to get it into him without pushing a bottle. You can use follow on stage 3 toddler formula if he’s actively still seeking a bottle for night time

I used alpro soya growing up milk for my boy - he was bf and wouldn’t take cows, he loved it!

Just mix cereal with milk use it in cooking etc. Give yogurt cheeses etc. They dont need 2 be drinking so many oz of cows milk everyday they just need sources of calcium my son doesn't drink much milk but eats plenty lol
