Paternal grandma

My son’s grandma on his dad side has only seen my son twice. Once when he was born and once when he was 7 months old, he’s going to be 2 soon and she hasn’t seen him in over a year. She doesn’t make much of an effort and she’s inconsistent. She’ll text me occasionally every few months and act like she wants to be involved. 4 months ago when she texted me I decided not to respond and then she texted me again the other day claiming she wants to have a relationship with him. I’m not sure if I should continue to not respond or if I should tell her what the issue is. I’m so tired of inconsistency and excuses from both her and my sons dad
