Yes you need to ovulate in order to get pregnant. You can have a period without ovulating though. People can confirm that they’ve ovulated by monitoring their temperature or getting the progesterone levels checked by a blood draw which has to be timed with your cycle (after ovulation).

Yes but those that think they didn't ovulate and became pregnant just ovulated before they checked or it was later than they checked. If you don't ovulate you cannot have an egg to fertilize
