My son hits, bites and scratches other kids. His older cousin is scared of him, we have to sign incident forms everyday at nursery. It’s really getting me down. I’m worried he has behavioural issues. He seems behind other kids his age in terms of managing his emotions. He’s prone to be violent out of frustration. We say no, we say gentle hands, we remove him from the situation, we distract, demonstrate and it’s having zero effect. If anything he’s getting worse. I just feel embarrassed at this point and judged. I don’t know how to make it sink in.

I think, especially at this age, everyone will be aware that this is something you'll be dealing with and it's not your fault. I doubt they'd be judging, but they're likely sympathetic to your cause. It's difficult to communicate to toddlers, and not everyone has an immediately placid toddler to manage.
