Yes, my boy does that too. I read that it's a self soothing technique. He usually does it just as he's about to fall asleep.

Yes, my baby does it too. He used to do it a lot when he was younger. He does it when he is tired and falling asleep. But also he has eczema on his neck, so when it flares up he seem to do it a lot more.
