My 13 month old is still in her infant car seat (correct for her size). It’s always in the recline back position. Sometimes when she is asleep, her head lolls forwards so her chin is touching her chest. Does anyone else see the same with their child?
I get worried she won’t be able to breathe. And I don’t understand why it goes forward because surely gravity is holding her head back due to the recline position?!

What car seat do you have? Sometimes it can be the car seat itself but sometimes it is the fit and some adjustments need to be made.

If the headrest is too low or high it can cause head flop, but as Skye said some car seats just cause poor fits.
