They wouldn't be my friend and yes

No. There's a fine line in my opinion between spanking and abuse. You can give a pat on the ass without it being abuse, but it's when you go overboard that it becomes abuse. Some kids just need to get disciplined the old school way with a spank. Some kids just push the boundaries and don't take parents seriously if their just talking with no follow through. I'm not saying your first punishment defense should be spanking but used as the last resort to show your serious about sh*t. I could tell my kid 1000 times not to do something but he doesn't listen until I show I'm serious and follow through. I count down from 5 and if my oldest doesn't do what I asked when I get to 0 he knows his punishment will be alot worse then what it was going to be at 5.

These questions make my brain hurt. Because I would say hitting your child or anyone is abuse. Spanking is abuse.
And yet it is legal in the US. So if there are no other signs and just this, I don’t think I’d report it. CPS would not do anything. I very much disagree with it and think it’s counterproductive and lazy and bad. But ultimately it’s not against the law

I don’t like spanking but would I report someone else for doing it to their own child? No absolutely not. Also CPS doesn’t view open handed spanking as abuse either.

It’s not against the law here, so reporting to CPS wouldn’t do anything.
