I have two boys who love the park. We have two local to us, one is a regular park and one has a nice grassed area, splash pad/sandpit/woodland area. These are all heavily signed with “no dogs allowed/dog free area”.
There is constantly people who ignore these signs and allow their dogs into their area. Sometimes these dogs are barking, let off the lead and pooing/weeing around the play equipment.
My little boys do not like dogs are are becoming scared to play at the park.
What can I do? I do not feel safe taking my children to the park and I do not feel like I am able to speak to the owners, especially when on my own with 2 young children. Should I contact the council?

I would. There's lots of places where they can take their dogs. Why should people with kids be made to feel uncomfortable? So annoying.

As a dog owner, I do think you should contact the council! I used to be terrified of dogs and would not have been able to enter the park if there was one there so i can only imagine how your kids feel. Its terribly unhygienic when theyre peeing and pooping around the play equipment and i wouldn't let my little girl play on them.
I adore my dog and she's so good with my little girl but there's just some things you need to have common sense with and places that dogs have no need to be.
