Hi ! I would probably cut their nap times in hopes that it would get them to sleep longer throughout the night . If you haven’t already , maybe getting them a “cool” night light can help? There are some nice star effect ones on Amazon that start at about $10-15.

You can also try making their beds a little bit more fun - I saw these tent like things on Amazon , currently thinking about purchasing one for my 2.5 year old since they like to sleep with me and I’m trying to get him to sleep on his own . Below is the one I have in my cart but there are other options :)

Do they share a bedroom? If not, sharing a bedroom might be a good idea, they’ve then got company will probably keep eachother up and play but the novelty will eventually wear off, don’t acknowledge them when they’re playing and they won’t do it for attention. Just set a baby monitor up and baby proof the room.
Is it the same time every night?

I have a 1yo and a 3mo and I just transitioned my son to his bed in his room (they share a room right now). He started out crying at first but I always stayed with him (sat on his bed because I didn’t want him being reliant on me cuddling with him to sleep). I bought a nightlight with music and I leave his door and our door open. He used to come crying about an hour after falling asleep, but I was patient and would redirect him to his bed and sit in his room with him until he fell asleep. Did this for a week. Now, we are atp where I can say, night night time let’s go get in the bed and he goes to his bed and we do our nightly routine and then he is sleeping! Still wakes occasionally for milk but I redirect him to his bed to wait for me until I bring it. I put both of my kids to sleep at the same time so I don’t burn myself out if one start doing too much (dad work nights).
My suggestion to you is to be patient, it will be hard at first but stay consistent and keep a routine.
