My 3.5 year old doesn’t listen. We’re getting constant feedback from his pre-school that he doesn’t follow instructions or respond to being told to stop. We struggle with it at home too. We’ve tried rewards charts (with some short term success) and communicate clearly without over doing it. We regulate ourselves and don’t raise voices. We’ve tried consequences. It’s most certainly selective, he listens perfectly well when he wants to. But if it’s something he’s not interested in, he completely ignores us.
Would love to hear some developmentally appropriate strategies.

Could he be neurodivergent?

I was about to say the same as Roberta above. I am neurodivergent (ADHD) and have Auditory Processing Disorder as part of it. This is where you hear what people say but sometimes can’t process it, and/or need it repeating. I was tested for all sorts as a kid and no one could figure me out- perfectly bright etc but sometimes didn’t appear to listen or pay attention or retain info. It took until
I was 34 to find out why 😂 have a read on auditory processing and neurodivergence in general and see if it makes sense.

P.s. there is also something called Pathalogical Demand Avoidance which can affect some neurodivergent people- might also be worth a read.
