My 16 month old boy is confident at walking indoors, bare foot, socks or shoes. The moment we encourage him to walk outside, whether it be concrete, tarmac, grass, patio or decking. He will often just stand there, not having the confidence to walk on different terrain unless it's indoors. He will get quite upset if we aren't carrying him, even if we hold his hand, it's like he freezes and will sit down, not even attempting to crawl. Any tips to help build that confidence, or is it a matter of keep trying each day? He has been walking now for around two months. We've tried different shoes, even just socks on. But no luck. Has anyone been in this situation before?

Our son was peculiar with the ground he was walking on, pavements were okay, grass not so much. I can’t really remember how he got over it but I remember just putting him down in a patch of grass and letting him walk towards me :) maybe you can distract him with something else like one of those walking stick toys and later show him “look! You did it” 🤔

Try some of his favorite music. See if you can get him to focus on something else that is fun rather than the scary new ground he's on. Like have Dad go on the deck and start playing some music. Once you're out there let him try standing for a moment and process the shock then play a favorite dance song for him.
If he likes bubbles then add some in too. Maybe a bubble machine so you can stand him in front of it.
What about coloring with safe paint or markers (they have edible paint on amazon) then get a poster board and have it stapled to the railings. (You can also use tape)
Edit: for the music if you are by yourself, just use a speaker connected to your phone and just go out there and set it up

Please take him to the park, make him sit in the grass, then slowly let him play with any of his toys, sticks, leaves, ball or bubbles.
Later, show him and gradually encourage him to move around to catch the bubble or ball. He will eventually move around running without freezing. Also make sure, you stay close by, because they tend to fall few times before being confident. So grass is better, because they won't get hurt much compared to concrete surfaces.
Tip: show dogs too, if you find any. That motivates them to run behind it. However, be cautious not to go close by until they are ready to.
