My 15 month old isn’t really saying words she will say quack if you ask her but if we say say mama and dada or any other words she won’t copy us she will say mama and dada but not to us, she has understanding of words, is this considered ‘normal’

There is no normal, no matter what people say.
I would suggest you get some picture/word cards and start daily exercises with her to work on her vocabulary. She will eventually start using words more in her day to day

What does her pediatrician say? Is she saying anything with intention/meaning? I would look to get her evaluated in case she needs early intervention/support services.

My son is currently 21 months old and at his 18 month check the result was that he had a speech delay. I feel like the delay may be related to him learning two languages at once but he was referred to audiology to see if he might have any hearing problems.
