Moving issues with 2 babies - UK

So I live in a middle floor 2 bedroom flat with a housing association. Obviously the limit for people living there is 3, which is said on the tenancy. There's me, my partner and almost 1 year old, I'm pregnant and due in a few months.

No one wants to do a house swap with us. Because let's be honest, no one in a 3 bed house wants a 2 bed 1st floor flat. We've tried speaking to the house associations but I don't think they understand that the flat isn't suitable for us. There's no lift, we have to go up the stairs, have to leave the baby in the flat so we can go downstairs to set up the pushchair then get the baby when going out and I'm alone. Again the tenancy says max 3 people, and there will be 4, yes 2 are babies, one boy one girl so I don't think that counts.

Is there anything we can do ? We want to get a 3 bed house ASAP because it'll be easier, the two babies can have separate room, we are a younger family and want more than 2 kids so a 3 bed now would be better so we don't have to move again.
I've got really really bad Pelvic girdle pain and struggle to do the simplest thing, so the stairs are a huge problem right now.

We are still looking for whoever wants to swap and looking on rightmove.
The council housing waiting list is ridiculously long but it still worth talking to the council?
Just feel a bit lost
