Soo my daughter (13) was invited on a cruise with her good friend, and her mother. We made the decision to let her go, (regretted it when it was too late to cancel). She is having an awful time with the friend being SO mean to everyone not wanting to do anything but sleep, and flip out. My daughter is so uncomfortable, isn’t doing anything on the ship, and the mother is just making excuses. Shes telling me they are just not on the same page, but everything is fine, and doing stuff but my daughter is telling me the opposite. What would you do? How would you talk to this mother who is clearly in denial. It’s not even about the money, but my daughter is missing out on an experience.

She has 4 days left on this cruise!

I’d tread lightly and tell your daughter to try her best to get along and put on a fake face. Because fact of the matter she’s on cruise with these people where you can’t help her if they decide to be any type of way with her. You don’t want the mom lashing out possibly or the friends. This is not something I’d try to fix while you have no physical access to your daughter. I’d wait till cruise is over. Tell your daughter to be strong and hope nothing worse happens here

That's so sad and awful for your daughter. Hopefully things will change. If not, she should never be her friend when they return. Until then tell her to be strong and doesn't have to be nice to everyone. Polite but if not comfortable then assertive even rude is fine. Stay safe and ask for help if needed.
